State, national initiatives on climate will unnecessary

Last month, Democratic state Rep. Greg Vitali sent out an e-mail entitled ''Pennsylvania can lead the fight against global warming.'' He was trumpeting House Bill 80, which would require Pennsylvania's public utilities, such as PECO and PPL, to buy more of their power from ''renewable resources such as wind and solar.'' This legislation would require the commonwealth to develop and operate carbon-dioxide capture and sequestering networks. Let me get right to the point. This is just the first of a plethora of efforts on the state and national scale to foist on the poor consumer a series of measures that are not at all necessary now or in the future. The enforced control of carbon emissions is a grave danger to the standard of living of every citizen. On the state and national level, they are talking about hundreds of billions of dollars of taxes and penalties on energy producers. The game is to pretend that these enormous charges will be borne by those big public utilities, not by John Q. Citizen.
This is a big lie. In every case, those costs would be passed on to you, and they would be enormous. Your automobile fuel would go up in price, your propane would go up in price, your diesel fuel would go up in price, your home heating oil would go up in price, and your electricity would go up in price -- by billions of dollars. For years now, the Cambridge crowd, the Washington Beltway crowd, and the popular media like this newspaper have been trying to sell a very one-sided story about so-called global warming. It's a field that I have followed closely for 20 years. I have concluded that increasing carbon dioxide in our atmosphere is not in any way a major or material threat to our well being, now or in the future. I conclude that there is unequivocal scientific evidence that, while CO2 is certainly a greenhouse gas, its effect varies with the concentration of CO2 in the atmosphere. The effect of CO2, per unit of CO2, decreases as the amount of CO2 increases. Our atmosphere already contains enough CO2 so that more will not make a material difference. The climate has always been variable, and it always will be. There has been some warming of our atmosphere over the past four centuries, but it long predated the burning of carbon fuels, and it is explained by the variable output of the sun, celestial mechanics and other such factors not under our control. Now, if you read the newspaper, you would think that the scientific community was unanimous that a global warming catastrophe is on the way. Nothing could be further from the truth. A few weeks ago, Dr. William Happer of Princeton, one of the world's most distinguished physicists, gave testimony before Congress substantially supporting the position espoused by this column. Vaclav Klaus, president of the Czech Republic, who is chairman of the European Community, gave a similar speech to the European Union.

What do you suppose the most common greenhouse gas is in our atmosphere? Well, it's water. Water is 95 percent of the total. If it is so that global warming is not a material threat to us or to our great-grandchildren, then why are the politicians making such a fuss about it? There are a lot of reasons. For one thing, liberals have never approved of the way we live. They would like us all to live in concentrated cities, not in the suburbs. They don't like us driving our automobiles and they don't like the automobiles we drive. They think we should all be riding trains and bicycles. The whole idea that people should choose their lifestyles in a free market is anathema to the liberals. Is there any good news in this? Yes, indeed. When polled, most citizens are not concerned about global warming. Even with 10 years of the Al Gore religion being stuffed down our throats, most people still know better.
Two weeks ago, we read that the ocean wasn't going to just rise three feet, it was going to rise an extra nine inches in the northeast. How do we know? Because some eager ''scientist'' developed a computer model, totally unverified in any way, shape or form that predicts this ocean rise. Go to sleep tonight and sleep soundly. We are not threatened by global warming; we are threatened by the liberals' desire to run our lives right down to the last jot.
